GDP of India at -23.9%: Is it a hit or a miss for the economy?

The GDP of India saw a steep dip in the April-June 2020 quarter, when it went down to -23.9%. The Economy is suffering and so are the businesses of India. People stopped going out due to the Corona Virus lockdown and that hindered with the demand-supply chain. But who is really to blame?
